The Open Database for EV charging and swapping stations

The Open Database is an unified and dynamic database offering historical and real time information for EV charging and swapping stations in the NCT of Delhi. All charging and swapping providers operational in the NCT of Delhi will be required to register and provide data to the open database. The database can be used free of charge by in-vehicle navigations systems and charging apps and maps.

Conversion of old conventional vehicles to electric through retro-fitting

Delhi Government is now allowing conversion of 10-year-old diesel vehicles and 15-year-old petrol vehicles to be converted to electric, through retrofitting technology. The Transport Department is in the process of empanelling different retrofitting companies, having certified retrofitting kits and authorising their centres in the NCT of Delhi.

Delhi Government aims to promote large-scale adoption of electric 2 and 3 wheelers through the Delhi EV Policy. Considering 42% of the vehicular pollution (PM 2.5) in Delhi is caused by 2&3 wheelers, their adoption is also crucial for reducing vehicular pollution. A key challenge to this large-scale adoption is the lack of adequate charging infrastructure.

As the EVs can be charged when idle, Delhi aims to leverage existing private and semi-public spaces like kirana stores, malls, theatres, hospitals, workspaces, group housing societies, etc. which have parking space and high dwell time for vehicles. With the widespread availability of charging points in these spaces, Delhi will not only have the largest number of EV charging points in India but will also become among the most ‘Light EV’ charging-friendly cities in the world.

Single-window process for installing EV charging points from a trustworthy platform: The Delhi government has set in place a single-window process for the people of Delhi to install EV charging points in their premises. This single-window process is being made available both online and through a phone call.

Through the DISCOMs, the Delhi Government has empaneled vendors who will provide installation of slow and moderate chargers. The step-by-step single window process to be followed by any consumer in Delhi is as follows:

  1. View trustworthy EV chargers on an online platform,
  2. Compare the price of different chargers and order them online or through a phone call,
  3. Choose to opt for new electrical connection (including pre-paid meter) to avail reduced EV tariff or continue with existing connection,
  4. Schedule installation at their convenience,
  5. Avail subsidy for light EV chargers of up to INR 6000 and pay net of subsidy (consumer has no need to separately claim for subsidy),
  6. Pay entire cost upfront or choose a monthly subscription payment model
  7. Consumer can avail the single window facility by either going to the respective DISCOM portal or calling the following numbers:

The installation of the charger will be completed within 7 working days of submitting the request. Both the LEV AC charger and AC 001 charger is wall-mounted and require minimal space (1 sq. ft. for LEV AC & 2 sq. ft for AC 001), while DC-001 is installed on the ground (2 sq. meters ground area and 2 meters height). Semi-public sites can choose to provide charging to EV users free of cost or for a fee.

Types of chargers that can be availed under the single window facility: There are three types of chargers that can be availed under the single window facility from empaneled vendors:

A. Light Electric Vehicle (LEV) AC charger: The LEV AC charger complies to the latest charging standard adopted by Bureau of India Standards (BIS) in September 2021. The Delhi Government will be the first to roll out this charging standard within 2 months of its official notification. The charger will be primarily used for light electric vehicles (2 & 3 wheelers).

B. AC 001 charger: The AC 001 charging standard was published by Department of Heavy Industries in November 2021. The AC-001 charging standard is the most widely used AC charging standard which has 3 charging points, each of 3.3 kW power output. This charger is also used primarily for 2 & 3 wheelers.

C. DC 001 charger: The DC 001 charging standard was also published by Department of Heavy Industries in November 2017. This charging standard is used for e-cars used primarily by fleet operators.
